Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

As stated by the EBRD, the project consists of the provision of senior debt financing for the design, construction, outfitting and maintenance of a 630-bed multidisciplinary hospital in Kokshetau, Kazakhstan to be undertaken by Renell Kokshetau LLP under a 7-year public private partnership contract signed with the Republic of Kazakhstan on 22 December 2022 (https://www.kokshetauppphospital.com/en/47029/PROJECT).

The Project aims to (i) replace obsolete hospital infrastructure and medical equipment in Kokshetau; (ii) support delivery of seamless healthcare experience and increase the availability and quality of medical services provided; (iii) create new workplaces during both the Project's construction and operation phases; and (iv) have a positive multiplicative effect on the economy through a better healthcare provision.

Early Warning System Project Analysis
For a project with severe or irreversible impacts to local community and natural resources, the Early Warning System Team may conduct a thorough analysis regarding its potential impacts to human and environmental rights.

As stated by the EBRD, a Non-Technical Summary (NTS) and Stakeholder Engagement Plan (SEP) have been developed covering both construction and operations to manage stakeholder engagement and grievance management in line with the Bank's ESP PRs. These will be disclosed on the website of the Project Company.
The ESAP and an organisational capacity development plan to deliver and manage all ESAP requirements have been agreed with the Sponsor.

Implementation of the ESAP and commitments register will be monitored through regular E&S reports by the Project Company as well as regular external monitoring by lenders' E&S advisor.

As stated by the EBRD, Renell Kokshetau LLP is a special purpose company incorporated in Kazakhstan and wholly owned by Ronesans Saglik Yatirim A.S. (the Sponsor) the healthcare division of Ronesans Holding A.S. The Sponsor is a market leader in PPP healthcare projects. It has successfully developed six hospitals with a total of 9.000 bed capacity in Turkiye (Yozgat, Adana, Elazig, Bursa, Istanbul and Gaziantep).

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
