According to the bank discussion, "the proceeds of this loan will be used to help ensure natural gas and liquefied petroleum gas (LPG) supplies to households, hospitals, industry and other key services to support business continuity in Wuhan City and Hubei Province amidst the coronavirus disease 2019 (COVID-19) epidemic, and post-epidemic recovery.
The loan will enhance the resilience of cities through the sustenance of uninterrupted energy supplies to meet basic human needs and support economic activity in these affected areas."

If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment.
