In March 2019, the Government of the Republic of Kazakhstan established the National Quality Center for Road Assets (NQCRA) to address identified shortcomings in the road sector. NQCRA is equipped with a range of powers which will enable it to act as a center of excellence and is expected to help deliver substantial improvements to the overall quality of the road network. Therefore, the government requested for a technical assistance (TA) from the Asian Development Bank (ADB) to help strengthen the capacity of the NQCRA in the development of:
(i) guidelines and technical notes for road maintenance and asset management tools, and economic analysis including traffic forecasting;
(ii) manuals for the identification and treatment of road safety hazards;
(iii) a road map for a competency framework for professional and technical staff working in the road sector in regards to Anti-Bribery Management System.
IMPACT & OUTCOME
Transformation of Kazakhstan into a modern society with a knowledge-based, diversified, and private sector-driven economy accelerated and Capacity of the NQCRA strengthened.
ACCOUNTABILITY MECHANISM OF ADB
The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment.
