According to the EBRD, the project consists of the provision of a sovereign-guaranteed loan of up to KZT 50.3 billion (EUR105.2 million equivalent) for the benefit of the Karaganda Su for the modernisation of a wastewater treatment plant. The loan will be used to finance the following Project's Priority Investment Programme: (i) the construction of a new WWTP with the capacity of 500,000 population equivalent (P.E.), including the modernisation of a sewage pumping station; and (ii) the construction of sludge treatment facilities, including anaerobic digestion unit and facility to produce heat and electricity from biogas generated by the anaerobic digestion.
The objective of the project is to improve the quality of wastewater treatment services. The project will be implemented in line with the national and the EU standards for urban wastewater treatment, the EU requirements for sewage sludge management, the EU Best Available Techniques (BAT) for such facilities and the EU taxonomy requirements. Once implemented, the project will also lead to a reduced level of odour and substantially reduce the GHG emissions associated with waste water treatment.
According to the EBRD, Karaganda Oblast Akimat will contribute to the project with KZT 6 billion.
As stated by the EBRD, Karaganda Su LLP is a water and wastewater company in the city of Karaganda.

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
