As stated by the ADB, the project will improve access to quality health services for populations residing in and migrating across Banteay Meanchey province in Cambodia's northwest. Banteay Meanchey province serves as a transit point for migrants departing to and returning from Thailand. It also serves as a destination point for internal migrants seeking opportunities in the province's special economic zones (SEZs) and informal sector industries. Populations residing in and migrating through Banteay Meanchey are susceptible to mobility-linked health threats, including communicable diseases and environmental and social risk factors. The project will invest in new health facilities and equipment, expand the availability of clinical care and migrant-specific health services, improve the quality of the health workforce, and extend health-care-related financial protection to migrants.
The project seeks to improve GMS cross border collaboration and migrant workers' quality of life (ASEAN Consensus on the Protection and Promotion of the Rights of Migrant Workers) with the outcome is to improve access to affordable health services by men and women migrant workers in selected SEZs.
The ADB categorized project risks as follows:
Environment - B;
Involuntary Resettlement - C;
Indigenous Peoples - C.

ACCOUNTABILITY MECHANISM OF ADB
The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment. You can learn more about the Accountability Mechanism and how to file a complaint at: http://www.adb.org/site/accountability-mechanism/main
