According to the bank website, the project consists of a loan of up to EUR 50 million to provide emergency liquidity support to the City of Zagreb and its critical infrastructure providers in order to mitigate the effect of the COVID-19 crisis.
The Recipients of the liquidity support from the City are:
- Zagrebaiki Holding d.o.o. ("ZGH"), the municipal holding entity responsible for water supply and wastewater collection services, waste management, management and maintenance of public areas and public roads in the City.
- Zagrebacki Elektricni Tramvaj d.o.o. ("ZET"), the public transport provider in Zagreb and surrounding municipalities.
The proceeds of the Bank's investment will be used as liquidity support for the City, which will provide needed working capital to critical infrastructure providers to compensate for temporary revenue losses due to COVID-19 crisis and the earthquakes that hit the Zagreb area in 2020.

ACCOUNTABILITY MECHANISM OF EBRD
The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
