As stated by the EBRD, the project consists of the provision of a 3-year senior loan in the amount of up to US$ 2 million (in Kazakhstan tenge equivalent) to a Kazakh private leasing company TechnoLeasing LLC under the Financial Intermediaries Framework.
The financing will be used by TechnoLeasing LLC to finance assets to be leased to local private micro, small and medium enterprises in Kazakhstan.
The project will also help to diversify TechnoLeasing's funding base. The project aims to ensure prudent lending practices as the Company will be required to maintain the portfolio quality at an acceptable level.
As stated by the EBRD, TechnoLeasing LLC is a Kazakh private leasing company mainly servicing small and medium-sized enterprises with a focus on agricultural and construction machinery along with passenger cars and vehicles (light and heavy commercial vehicles). TL is headquartered in Astana and has branches in seven cities of Kazakhstan.

ACCOUNTABILITY MECHANISM OF EBRD
The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
