According to the bank website, "The PRF will allow the government to prepare the feasibility studies, detailed engineering designs and associated documents, far ahead of ADB's project processing cycle. It will help synchronize ADB's project approval with contract award and contractors' mobilization, thus, minimizing the initial startup delays on project implementation. Project design will be enhanced by incorporating meaningful consultations with the beneficiary communities and by including their needs into the final design. In broader terms, the PRF will accelerate the delivery of road connectivity and infrastructure needs, and promote the government's vision of achieving sustainable development which translates to peace and stability."

If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment.
