According to the bank website, the objective of this project is to provide a sovereign-guaranteed loan in favour of the Public Enterprise for State Roads ("PESR"), a state-owned company incorporated in the Republic of North Macedonia. The operation will finance the construction of an approximately 10 km-long sub-section of the Trans-European Transport ("TEN-T") Route 6 motorway (the "Motorway A4") running from Skopje (Interchange Stenkovec) to the Blace Interchange, close to the border with the Republic of Kosovo. The Project is structured to support the Bank's reform agenda in the Macedonian road sector with a focus on financial sustainability and climate resilience while promoting an enabling environment for electric vehicle infrastructure roll-out.

ACCOUNTABILITY MECHANISM OF EBRD
The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
