As stated on the project disclosure page, the IFC is considering providing financing to support the expansion of the existing Indorama Eleme fertilizer complex in Rivers State, Nigeria. The proposed project comprises the development of a fourth ammonia and urea production line and supporting infrastructure within the existing industrial complex, together with an approximately 65 km natural gas pipeline connecting the project to the gas supply network.
IFC refers to the proposed production facility as Line 4, reflecting its position as the fourth ammonia and urea production line developed at the wider Indorama Eleme complex. The client’s Environmental and Social Impact Assessment refers to the same facility as IFF Line 2, reflecting that it is the second fertilizer production line developed under the Indorama Fertilizer FZE entity. For consistency with IFC’s project records, this Early Disclosure uses the term Line 4, while retaining the client’s original document titles in the attachment list.
Line 4 will be developed on allocated vacant land within the existing Indorama industrial complex. No additional land acquisition is anticipated for the project. The proposed facilities include ammonia and urea production units and related utilities, storage, product-handling, water-treatment, cooling, power, firefighting and other supporting infrastructure. The project would also use existing shared and supporting infrastructure associated with the wider fertilizer complex.
The proposed IFC financing would include construction of an approximately 65 km natural gas pipeline. The pipeline would form part of a wider approximately 76 km gas-supply system assessed in the client’s Pipeline ESIA. An approximately 11 km first phase has already been installed and is operational. IFC is assessing this existing pipeline section in relation to the potential applicability of the IFC Performance Standards requirements for associated facilities.
The Line 4 production facilities and the 65 km gas pipeline are being considered by IFC as components of one integrated proposed project. Separate environmental and social assessment documents have been prepared for the production facilities and the pipeline.
The project ESIAs and related studies are disclosed alongside this early disclosure. The project has been provisionally classified as Category A, subject to confirmation during appraisal. IFC will publish its own Environmental and Social Review Summary at a later date.
