According to bank's website, "the program aims to strengthen the capacities of local government units (LGUs) to deliver high-quality public services. It builds upon the government’s local governance reform priorities to (i) strengthen the local governance framework, (ii) modernize and professionalize subnational public financial management (PFM), and (iii) improve the LGU financing and investment framework". In addition, "the Asian Development Bank has approved a $400 million policy-based loan to the Philippines to help improve local governments’ capacity to provide high-quality public services, especially during the COVID-19 pandemic".

The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment.
