According to the bank document, the project aims to develop the Country's Overarching Development Objective with ADB's funding and also, for a greater capacity and governance of SNAs to deliver public services effectively and efficiently (Rectangular Strategy Phase 4). The project outputs are expected to be:
1. Construction of the physical infrastructure,
2. Curriculum development to ensure high quality teaching
3. Development training to professionalize NASLA staff and establish operations
Reform Areas under Subprogram 1
1. Vertical and horizontal coordination for responsive and accountable service delivery strengthened
2. Revenue and expenditure management to meet local needs improved
3. Public administration skills and competencies of subnational officials enhanced
