Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

Accodring to the ADB website, the project will increase the ongoing project's overall impact by further contributing to the vision of Greater Port Vila as a safe, inclusive, resilient, and vibrant urban hub, as articulated in the GPV RUDSAP. By constructing three new multipurpose emergency shelters and introducing a national emergency shelter strategic development plan, the project expands the reach and effectiveness of disasterresilient urban infrastructure systems, enhances resilience and inclusion of communities and vulnerable groups, and strengthens institutional capacity for longterm resilience planning. In addition, the project will also strengthen the PVMC's financial sustainability by supporting the improvement of its property tax system, which currently uses outdated valuation and billing systems and only covers a fraction of the population. While the ongoing project's outcome remains unchanged, the outcomelevel indicators have been revised and scaled up in the updated design and monitoring framework (Appendix).
