According to ADB website, he TA contributes to ADB's strategic priorities in CPS 2016 2020 for the PRC which includes supporting the government's environmental management and ecological civilization agenda. It builds on ADB's long-term cooperation with MEP in areas of ecosystem management, environmental governance, and capacity building; and addresses joint priorities as identified in the current memorandum of understanding (MOU) between ADB and MEP. The TA will contribute to capacity for monitoring environmental performance of future lending investments. The impact of the TA will be an improved system of monitoring, evaluation, and accountability for promoting ecological progress. ACCOUNTABILITY MECHANISM OF ADB
The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment. You can learn more about the Accountability Mechanism and how to file a complaint at: http://www.adb.org/site/accountability-mechanism/main
