The project will address urban development issues in several areas of Hetian City, located in the southernmost part of the Xinjiang Uyghur Autonomous Region (XUAR). Hetian is a growing (2015 population of 344,000 exceeds estimates) ethnic (87% Uygur) city, whose urban infrastructure and services are struggling to keep up with population growth.
According to bank documents, the project outputs are:
1. Urban roads, bridge, and utility conduits constructed
2. Water supply, wastewater, and reclaimed water infrastructure renovated and expanded
3. Environmental solid waste infrastructure and equipment improved
4. Public transportation system and equipment improved
5. Capacity developed and skills built
