According to ADB website, in January 2015, the Government of Mongolia's National Statistical Office requested ADB assistance for compiling the material flow, energy, and environmental tax accounts within the framework of the System of Environmental-Economic Accounting (SEEA). The TA would establish improved assessment and monitoring arrangements for the key indicators that cover Mongolia's green development agenda: material flow, energy, and environment tax accounts under the SEEA. The support would help to implement the government's National Program for Development of Official Statistics, 2016-2020.
According to ADB documents, safeguard categorization is not applicable.

ACCOUNTABILITY MECHANISM OF ADB
The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment. You can learn more about the Accountability Mechanism and how to file a complaint at: http://www.adb.org/site/accountability-mechanism/main
