The TA will assist the Ministry of Industry and Trade (MOIT) in preparing relevant guidelines, roadmaps, and regulations for:
(i) a competitive market operation related to contract arrangement and prudential requirements under the Vietnam wholesale electricity market (VWEM) and
(ii ) a mechanism ensuring long-term adequate supply, which can replace, improve, or complement the current mechanism through power development planning (PDP) and build-operate-transfer (BOT)
The Ministry of Industry and Trade (MOIT) and Electricity Regulatory Authority of Viet Nam (ERAV) have been consulted for the TA design and development partners including the World Bank, AfD, and KfW coordinated.
