The project is the first elderly care project for Asian Development Bank (ADB) and will have a demonstration effect on other provinces in the PRC and developing member countries in the Asia and Pacific region facing similar aging problems. It includes development of (i) an integrated elderly care services, linking the three tiers of care in urban and rural areas; (ii) elderly care service (ECS) models, including public-private partnership (PPP), for replication; and (iii) a human resources training system to support improved quality and expansion of care services. The project will build on the strategic planning process for elderly care developed in TA 8672-PRC, and complement the integrated urban development in Hebei accomplished under Loan 2574-PRC.
The impact of the project is aligned with the Government's goal that a three-tiered elderly care system (home, community, and institutional) is established. The expected outcome is quality of eldely care services in Hebei Province is improved. The proposed project will include nine subprojects covering urban and rural areas. Indicative project outputs are below:
Output 1: Community and home care services improved. The project will (i) improve community care centers and rural communal homes services and facilities; (ii) develop information technology (IT) networks that link home and community services to the elderly; (iii) create support networks with elderly care institutions to improve services; (iv) build capacity for home, community providers, and government to implement service quality regulations; and (v) use universal design promoting access for all.
Output 2: Institutional ECS capacity increased and quality improved: (i) develop selected elderly care institutions to be run by the government and private sector, which provide services for elderly at various stages of need (i.e., assisted living, nursing, dementia, and rehabilitation); (ii) establish links to health facilities to support a continuum of care; and (iii) serve as models for elderly care services management and human resources development.
Output 3: Elderly care planning, human resources, and industry capacity improved: (i) develop a training center and programs to create human resources for caregivers and management, (ii) establish EC planning methods and systems, and (iii) design quality assurance and monitoring systems.
