According to ADB documents, the project preparatory technical assistance (PPTA) is required to help the government of Mongolia design the Regional Road Development and Maintenance Project suitable for ADB financing. The PPTA was to prepare a project which would produce three outputs:
1. Enhance road capacity and safety
2. Improve road asset, management capacity, and implementation
3. Improve project preparation, supervision and implementation.
