This Technical Assistance (TA) proposes to help lay the groundwork for such strengthening. Taking into account contributions from prior regional development initiatives, the TA will support the development of a needs assessment, baseline strategy, and implementation plan for Liaoning Province’s regional cooperation and integration priorities. It will also deliver targeted research on key bottlenecks to deepening regional integration, and study the domestic and international experience with designing and implementing regional cooperation programs. To help Liaoning Province position itself to better benefit from the recently concluded economic partnership agreement between Mongolia and Japan, the research will explore ways to increase Liaoning’s attractiveness as a transit corridor and to support an anticipated increase in trade between Japan and Mongolia.
