According to EBRD website, this project is a sixth sub-project under the Tajikistan Solid Waste Framework approved in December 2014. The EBRD would provide a loan of up to USD 2 million to BOGHI ISMOILI SOMONI, a municipal Solid Waste utility operating in the City of Isfara. The Republic of Tajikistan would provide a sovereign guarantee. It will be channelled to finance construction of a new sanitary landfill as well as upgrade of solid waste collection and transportation systems. The project will result in an improved level of solid waste services and environmental standards in the city of Isfara. The overall objectives of this sub-project are to: (a) rehabilitate the solid waste infrastructure in the city of Isfara; and (b) improve financial and operational management of the client.
For the technical cooperation, the assignments will be feasibility study, project implementation support and corporate development and stakeholder participation program.

ACCOUNTABILITY MECHANISM OF EBRD
The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
