The project's technical assistance will be directed towards improving the employability of the working age population of Odisha through multiple stages: performing an analysis of skills development, doing the initial work towards an updated and validated analysis to determine which sectors and skill levels to prioritize, and providing technical advice and planning to incorporate new approaches to technical and vocational education and training in expansion and improvement. Additional focuses of the technical assistance will be performing an analysis to identify design features to maximize gender and social inclusion, and creating an institutional and policy reform plan to guide the structure and needs of the skills development system.
