The Asian Development Bank (ADB) will support preparation of the results-based loan (RBL) through a program preparatory technical assistance (PPTA). A PPTA is justified given the wide-ranging nature of the government’s K to 12 reform agenda, the innovative nature of many of the proposed elements of the Secondary Education Support Program (SESP), and the specialist nature of skills required in some areas. The PPTA will assess existing challenges and will provide technical inputs and assessments to assist the Government of the Philippines and ADB to jointly develop an RBL program that is suitable for ADB financing in all dimensions: technical, financial and economic, institutional, and safeguards; aligned with the new country partnership strategy and built on lessons learned from Secondary Education Development Project, Secondary Education Development and Improvement Project, Basic Education Sector Reform Agenda (BESRA) and other countries’ experiences with extending the education cycle.

ACCOUNTABILITY MECHANISM OF ADB
The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment.
