According to the Bank's website, the project provides funding to Strominvest, a Belarusian company which contracts, constructs and develops commercial property and affordable housing to finance the development and construction of two low to middle-income housing projects in Minsk city with a total space of approximately 105,000 sqm to be completed over the next 3 years.
In 2016, the Accountability Mechanism of the IFC (CAO) received a complaint from a local Minsk resident who filed on behalf of himself, his mother, and other community members. The complaint raised concerns about possible forced evictions and fear of resettling people against their will to affordable housing built by Strominvest within an IFC-funded project (Strominvest 26107, 31993). CAO decided to close this case without further investigation (see here for more details - http://www.cao-ombudsman.org/cases/case_detail.aspx?id=246)

The Compliance Advisor Ombudsman (CAO) is the independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an IFC or MIGA- financed project. If you submit a complaint to the CAO, they may assist you in resolving a dispute with the company and/or investigate to assess whether the IFC is following its own policies and procedures for preventing harm to people or the environment. If you want to submit a complaint electronically, you can email the CAO at CAO@worldbankgroup.org You can learn more about the CAO and how to file a complaint at http://www.cao-ombudsman.org
