As stated by the ADB, the proposed partial credit guarantee (PCG) of up to $37 million-covering principal and accrued interest and amounting to the equivalent of 3 months of tariff payment obligations- will mitigate the credit risk of the state-owned Off-taker, Joint Stock Company Uzenergosotish (UES), the legal successor to the National Electric Grid of Uzbekistan (NEGU), for the 900 MW Talimarjan Power Plant 1 (TPP1), a combined-cycle gas turbine (CCGT) plant. The PCG will enhance the creditworthiness of a standby letter of credit (LC) issued by a commercial bank, replacing the existing LC provided by a local bank. The PCG will support the private sector participation in the ownership, operation, and maintenance of the TPP1 under a long-term public-private partnership (PPP) arrangement.
Joint Stock Company Uzenergosotish (UES) is the legal successor to the National Electric Grid of Uzbekistan (NEGU), the company responsible for electricity transmission in the country.

ACCOUNTABILITY MECHANISM OF ADB
The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment. You can learn more about the Accountability Mechanism and how to file a complaint at: http://www.adb.org/site/accountability-mechanism/main.
