According to bank documents, this ADB project would fund a study to: (i) improve the EMP formulation and implementation, by having a complete EMP monitoring mechanisms, a realistic EMP implementation budget, and specific performance indicators on how these improvements will be evaluated; (ii) formulate and implement a sustainable livelihood enhancement or restoration program as part of the EMP downstream impacts management activities, (iii) build capacity of EVN and Son La HPP Management Board in EMP development and implementation for hydropower projects, and (iv) ensure such capacity building is done to ensure sustainability whereby experience accumulated is used for future hydropower projects.

The overall purpose is to support EVN's hydropower development scheme with sound Environmental Management Plan practices that is sustainable, environmentally sound, and sensitive to downstream impacts and affected stakeholders.
