Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

According to the Bank’s website, the ANORA Platform is a government-led investment platform established to mobilise, coordinate and accelerate climate-smart agrifood investments in Uzbekistan.

Agriculture plays a central in Uzbekistan's economy, accounting for 27% of GDP and 26% of employment. Livestock and crops contribute roughly equally to agricultural value added, although cotton and wheat, despite occupying 30-35% of planted area, generate relatively modest shares of crop value. Since 2017, market liberalisation has accelerated diversification towards higher-value horticulture, greenhouse and more intensive production and export-oriented value chains. At the same time, the sector remains emissions- and resource-intensive: agriculture is the country's second-largest emitting sector after energy. Irrigation is another structural challenge, consuming around 20% of national electricity due to ageing pumping systems and high water losses.

Uzbekistan is also highly vulnerable to climate change, including rising temperatures, water scarcity, land degradation and the legacy of the Aral Sea crisis. The 2020-2030 Agricultural Development Strategy and updated climate commitments, including a target to reduce emissions intensity by 50% by 2035, require sustained investment in climate-smart agrifood systems. Measures such as modern irrigation, renewable-powered equipment, improved livestock practices, storage and cold-chain infrastructure, sustainability standards, traceability, digital agriculture and inclusive value-chain development can reduce emissions, strengthen resilience, lower costs, raise productivity, expand market access and support long-term competitiveness and sustainable growth.

ANORA is designed to accelerate the transformation of Uzbekistan's agri-food system across major value chains, infrastructure and land, with the overarching objective of transitioning toward a low carbon, resilient, and sustainable sector. The Platform also promotes competitiveness, innovation, technology transfer, employment creation and local capacity development throughout core areas.

The Secretariat shall serve as the implementation arm of ANORA and provide a structured mechanism for coordination, project facilitation, stakeholder engagement and partnership development. Its primary role is to support the development of investment opportunities and improving the efficiency with which projects access and are matched with the appropriate preparation support, technical assistance and financing. The Secretariat shall act as a neutral coordination mechanism, bringing together project developers, government institutions, financing partners and development organisations to facilitate collaboration, policy dialogue and investment mobilisation.

ACCOUNTABILITY MECHANISM OF EBRD

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.

You can contact the PCM at: pcm@ebrd.com or you can submit a complaint online using an online form at: http://www.ebrd.com/eform/pcm/complaint_form?language=en

You can learn more about the PCM and how to file a complaint at: http://www.ebrd.com/work-with-us/project-finance/project-complaint-mechanism.html
