Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

As stated by the EBRD, human capital development is at the heart of the European Bank for Reconstruction and Development's (EBRD or "the Bank") mandate to foster transition towards sustainable market economies among its countries of operations. EBRD works directly with its investee companies and policy partners to help broaden people's access to sustainable livelihood opportunities across a variety of economic activities. EBRD's Gender Equality and Human Capital Strategy 2026-2030 outlines the Bank's operational approach and core principles in this priority area.

The EBRD's 12 EU countries of operations ('CoOs') face labour market challenges in relation to access to skills and employment of several social groups, namely youth, migrants, people with disabilities, people affected by the green and digital transition and aging population - with particular challenges faced by women. The governments need to tackle skills shortages, mismatches and discrimination in the labour market, especially for young people from disadvantaged background who may also lack access to networks. Also, many Technical and Vocational Education and Training and higher education systems fall short of equipping young graduates with the types and quality of skills demanded by the market thus impeding the smooth transition from education to employment.

The Gender & Economic Inclusion Team have an existing and growing pipeline of human capital development projects within our EU COOs that look to strengthen the capacity of private companies or public entities to enhance access to skills and employment primarily for disadvantaged social groups (including women, young people, people experiencing social exclusion, workers affected by the green and digital transition, people in remote or rural regions, elderly workers, people with disabilities, refugees and international migrants and other economically underserved groups).

The Bank is seeking to engage Human Capital Programme Delivery support to facilitate the delivery, implementation, monitoting, reporting and visibility of G&EI access to skills & employment activities funded by the InvestEU Social Investment and Skills Window (SISW) across the European Union countries of operation, linked directly to current and new investments, primarily focusing on the energy and affordable housing sectors.

The portfolio is expanding rapidly, with 9 active TCs (3 in energy, 6 in housing), 12 in the immediate pipeline, and over 30 advisory assignments expected over the next three years. The recent approval of the InvestEU SISW replenishment by the European Commission will add approximately EUR 4 million in TC resources (in addition to the existing EUR 3 million), further increasing scale, complexity, and reporting requirements.

The Bank's growing energy and affordable housing portfolio in EU countries of operation requires dedicated analytical and project implementation support to originate, structure and deliver JT and housing-related advisory assignments linked to InvestEU investments. The analysts will support Banking teams and clients with project preparation, TC design and implementation support of affordable housing and JT projects, helping ensure timely delivery of advisory engagements and achievement of InvestEU SISW objectives. As such, the roles will be based in Bucharest RO, Romania and Warsaw RO, Poland.

This TC will also support two complementary positions at Analyst and Principal levels to strengthen operational delivery and programme coordination across the InvestEU SISW portfolio and related donor-funded activities. The intent behind the resources is to support enhanced engagement with the EC, including through improved monitoring and impact reporting to the Commission and enhanced visibility of InvestEU SISW funded TCs.

ACCOUNTABILITY MECHANISM OF EBRD

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.

You can contact the PCM at: pcm@ebrd.com or you can submit a complaint online using an online form at: http://www.ebrd.com/eform/pcm/complaint_form?language=en

You can learn more about the PCM and how to file a complaint at: http://www.ebrd.com/work-with-us/project-finance/project-complaint-mechanism.html
