Project Description

According to bank provided information, the purpose for this Technical Cooperation (TC) is the growing strategic importance of telecommunications, media and technology (TMT) sector for Iraq's economic development and digital transformation agenda. Digital connectivity and technology-enabled services are increasingly recognised as key enablers of productivity, trade, innovation and inclusive growth.

Iraq presents significant potential across multiple TMT segments, including mobile and fixed broadband, international connectivity, data centres, cloud services and selected technology verticals. The country's geographic position, large and young population, and stated ambitions around digital government and digital infrastructure development create a strong foundation for continued sector growth and private sector participation.

As the EBRD has recently launched operations in Iraq, a deepened and structured understanding of market dynamics, institutional frameworks and investment conditions across the TMT sectors is essential to support effective engagement. This TC will enable the Bank to further refine its understanding of priority segments, emerging opportunities and the broader policy and regulatory environment shaping investment outcomes.

The assignment will support the EBRD in strengthening its strategic positioning in Iraq's digital economy and engaging constructively with public and private stakeholders to support sustainable, competitive and inclusive digital market development.

Technical Cooperation Services:

An external consultancy (the "Consultant") will be retained to undertake a comprehensive market study of Iraq's telecoms, digital infrastructure and technology sectors, alongside a review of the relevant policy and regulatory frameworks.

Activity 1 - Market assessment

Analyse the structure, scale and key trends across Iraq's TMT sectors, including mobile and fixed broadband, international connectivity, data centres, cloud services, satellite connectivity and selected technology verticals. The assessment will consider demand and supply dynamics, market participants and evolving business models.

Activity 2 - Policy, regulatory and institutional review

Review the policy, legal and regulatory frameworks governing the TMT sectors in Iraq, including licensing, infrastructure access, data governance and cybersecurity considerations. The analysis will focus on how these frameworks shape market development and investment conditions, drawing on international good practices where relevant.

Activity 3 - Actionable insights and recommendations

Develop actionable insights to support EBRD engagement in Iraq's TMT sectors, including identification of potential entry points for investment, technical cooperation and policy dialogue. Recommendations will be informed by stakeholder consultations and comparative analysis, and will be framed to support sustainable private sector participation and market development.

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
