Project Description

As stated by the EBRD, the Albanian power system is dominated by hydropower plants, representing 95% of the country's installed capacity with a total of 2,096 MW installed, hence making Albania the country with the highest share of renewable energy generation in South-East Europe. The installed hydropower capacity comprises mainly large hydropower installations (i.e., above 10 MW in size) amounting to 1,904 MW, while small hydropower installations amount to 192 MW.

The dependency on hydrology is deemed to become more critical due to climate change, with increasingly hot and dry summer seasons when the precipitation is at its lowest amount and the demand for electricity is at its highest. Typically in July and August, Albania records the highest levels of imports given there is not enough rainfall to produce electricity from hydropower plants.

As a result, the country aims to diversify generation sources with solar and wind being the two most priority sources to be developed in short term as part of a broader transition towards a sustainable and decarbonized energy system. Diversification of production through offshore wind plants, as a technology, has advantages such as more stable and predictable energy production, greater scalability and grid impact potential and strong seasonal and daily complementarity, especially valuable in hydropower-dominated systems. Exploring this technology brings about a relevant and coherent development of energy production in the country.

The general objective of EBRD's support is to assist Albania in their efforts to develop offshore wind in the country.

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project.
