Project Description

According to the Bank’s website, Egypt, Morocco, and Turkiye (referred hereafter as the "targeted countries") are known for their rich cultural heritage, natural landscapes, and extensive coastlines, relying heavily on tourism for economic growth, employment, and international trade. Coastal tourism is especially vital, supporting a range of industries, including hospitality, real estate, retail, and transportation. The Mediterranean, Red Sea, and Atlantic coasts are integral coastal tourism hubs for these countries, attracting millions of annual visitors.

Each target country has developed national policies aimed at fostering green transformations and reducing the environmental impact of the tourism sector. These domestic policies and strategic plans further align with the objectives of the Global Environment Facility's (GEF) new global initiative i.e., Integrated Collaborative Approaches for Sustainable Tourism (or "iCOAST") programme, which aims to drive change in the tourism sector by creating an enabling policy and regulatory environment.

Within iCOAST, EBRD has submitted a proposal to the GEF for the targeted countries. This initial proposal has been approved (comprising of regional Child Project proposal) and the GEF has now allocated USD 300,000 as a Project Preparation Grant (PPG) to enable the EBRD to prepare the formal CEO Endorsement Request.

The funding will be used by various teams to undertake the following assignments:

1. Hiring an external consultant for CEO Endorsement Request Document preparation as per iCOAST project design and objectives + Environmental & Social due diligence
2. Impact assessment studies
3. Stakeholder engagement (i.e., inception calls at country level)
4. Gender assessment

The TC project is aligned with the Bank's Blue Mediterranean Approach. The project design will enable the EBRD to design the full funding proposal, identify and capture lessons learnt from similar project that can be applied to similar projects in the future.

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
