Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

According to the Bank’s website, EBRD and the International Finance Corporation (“IFC”, part of the World Bank Group) signed a project preparation and advisory services agreement with the Ministry of Transport and Communications of the Republic of Bulgaria (“MTC”), to assist them as lead advisor in developing the Varna East and Varna West Terminals and exploring the feasibility of development of the Varna Ferryboat Terminal. EBRD is cooperating with IFC to arrange the provision of services and technical assistance in connection with the transaction preparation and tendering.  The Services shall be performed by the IFIs through their own staff and external consultants specialized in various areas of expertise, procured and retained by EBRD and IFC, as applicable.

The IFIs will support MTC to have their assistance in the design and the implementation of the transaction, including due diligence and structuring, designing and implementing a process to identify and select the private sector participant to implement the Project in accordance with best international practices and applicable regulations.  EBRD and IFC will support the MTC in structuring and tendering the Project through an open and competitive tender process.

The range of potential investment is wide due to different options for the Project(s), which may include the following:
(i) both Varna East and Varna West,
(ii) both Varna East and Varna West excluding public access area ("PAA") at Varna East which can potentially be used for container handling up to 45,000 TEU;
(iii) Varna East only,
(iv) Varna East only without PAA,
(v) Varna West only.

The overall objective of the project preparation assignment in support of the Project will focus on the following:

  • Preparation of the Pre-feasibility study for Varna Ferryboat Terminal.
  • Preparation of Feasibility study(ies) for the Project including commercial, technical, legal, E&S, financial analysis (including fiscal analysis, cost/benefit and value-for-money analysis), as appropriate.
  • Preparation of procurement documents including the Tender Documents, Project Agreement(s), and any other agreement relevant to the Project.
  • Assistance in obtaining all necessary governmental administrative approvals. 
  • Support in conducting an internationally competitive Project procurement process. Such procurements shall meet both the local legislation and the EBRD Procurement Policy.
  • Commercial close entailing signing of Project agreements.

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project.
