Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

According to the Bank’s website, the project will support the promoter's 2022-2032 Water Supply Investment Programme in Asturias, a region of northwest Spain.
The related schemes will mainly focus on water conveyors, interconnections and water treatment infrastructure.

The aim is to increase the production capacity of water treatment, improve water quality and enhance the resilience of supply services during periods of water scarcity.
Ultimately, the objective is ensure that the water needs of the local population and industries are adequately met in both quantity and quality.

Early Warning System Project Analysis
For a project with severe or irreversible impacts to local community and natural resources, the Early Warning System Team may conduct a thorough analysis regarding its potential impacts to human and environmental rights.

According to the Environmental and Social Data Sheet, the Promoter has identified some protected areas, and of cultural heritage that might be affected by the Project e.g ZEC Río Negro, ZEC/ZEPA Penarronda – Barayo, IBA Ría del Eo – Playa de Barayo – ría de Foz. Some natural habitats of community interest according to the Habitats Directive 92/43/EEC might be also affected. The extension of the Rioseco Water Treatment Plant will be located in the Redes Natural Park, listed as a Biosphere Reserve by UNESCO since 2001. It includes ZEPA and ZEC Redes ES1200008. The land required for the new infrastructure has been already acquired and works will be limited to the perimeter of the facility. None of the components is expected to cause significant harm. Measures to reduce or eliminate the adverse effects of any component are integrated in project's design and are implemented to avoid significant impacts on the site's integrity and conservation objective.

The Promoter has reported on the need to expropriate the required land, especially, for the component to expand the perimeter of Asturias' central water supply system through the water conveyors known as "Oriental" and "Bajo Nalón".

CADASA is a public entity within the regional government of Asturias (Comunidad Autónoma del Principado de Asturias). Thirty-eight municipalities are integrated in this consortium, whose activities cover the water cycle: production, transport and provision of water supply services, wastewater collection and wastewater treatment services.
