According to the Bank’s website, the project concerns the promoter's investment plan 2024-2027 for the modernisation and extension of the electricity distribution network in the municipality of Rome and Formello.
The aim is to replace obsolete infrastructure with modern and more efficient components to improve the electricity network resilience to climate events, ensure the overall stability and reliability of the distribution system as well as reduce the risk of supply interruptions.
Such investments in the electricity network having a long-term economic lifetime will contribute to reduce GHG emissions by enabling the connection on new renewable energy sources, and the electrification of the economy based on low carbon energy, as per EU and national long-term climate and energy policies.
Overall, the environmental impacts of the Project are expected to be minor and related mainly to noise, vibration, dust, and traffic disruption during the construction, and electromagnetic fields (EMF) and nuisance during operation.
The schemes presented do not meet the minimum thresholds for EIA screening set out in the Italian legislation because they are below 150kV and less than 30 km. The Promoter informs that none of the works will be implemented inside or near Natura 2000 areas.
The Project does not entail physical resettlement and allows the improvement of quality of service to users (SAIDI and SAIFI), improvement of operating conditions and the connection of a distributed generation from renewables.
Areti S.P.A. provides electricity distribution services. The Company manages electricity network consisting of high, medium, and low voltage power lines, primary and secondary substations, and systems for remote control and measurement of the energy taken and fed into the grid. Areti serves residential, commercial, and industrial customers in Italy.

ACCOUNTABILITY MECHANISM OF EIB
The EIB Complaints Mechanism is designed to facilitate and handle complaints against the EIB by individuals, organizations or corporations affected by EIB activities. When exercising the right to lodge a complaint against the EIB, any member of the public has access to a two-tier procedure, one internal - the Complaints Mechanism Office - and one external - the European Ombudsman. A complaint can be lodged via a written communication addressed to the Secretary General of the EIB, via email to the dedicated email address: complaints@eib.org, by completing the online complaint form available at the following address: http://www.eib.org/complaints/form via fax or delivered directly to the EIB Complaints Mechanism Division, any EIB local representation office or any EIB staff. When dissatisfied with a complaint to the EIB Complaints Mechanism, citizens can then turn towards the European Ombudsman. A memorandum of Understanding has been signed between the EIB and the European Ombudsman establishes that citizens (even outside of the EU if the Ombudsman finds their complaint justified) can turn towards the Ombudsman on issues related to 'maladministration' by the EIB. Note that before going to the Ombudsman, an attempt must be made to resolve the case by contacting the EIB. In addition, the complaint must be made within two years of the date when the facts on which your complaint is based became known to you. You can write to the Ombudsman in any of the languages of the European Union.
