As stated by the EIB, the Project consists of the acquisition of a total of 275 electric buses (comprising 252 new buses and 23 non-eligible second-hand buses) as well as 10 electric community buses, 3 support vehicles and the associated charging infrastructure, for urban and suburban passenger services in the region of Zuid-Holland Nord in the Netherlands. The charging facilities will be installed inside the depots used by the concession operator (QBuzz).
The 23 used electric buses will be acquired from the previous concession owner as required by the terms of the concession. These buses shall be integrated into the new fleet of electric buses, thus maximising the utilisation of existing assets that conform with the new concession requirements.
The aim is to support the decarbonisation of the land transport fleets and is in line with the Clean Vehicle Directive (CVD), the EU's Smart & Sustainable Mobility Strategy and the overall EU ambition to reduce transport related CO2 emissions developed in the 'fit for 55' package in line with the Paris Agreement.

ACCOUNTABILITY MECHANISM OF EIB
The EIB Complaints Mechanism is designed to facilitate and handle complaints against the EIB by individuals, organizations or corporations affected by EIB activities. When exercising the right to lodge a complaint against the EIB, any member of the public has access to a two-tier procedure, one internal - the Complaints Mechanism Office - and one external - the European Ombudsman. When dissatisfied with a complaint to the EIB Complaints Mechanism, citizens can then turn towards the European Ombudsman. A memorandum of Understanding has been signed between the EIB and the European Ombudsman establishes that citizens (even outside of the EU if the Ombudsman finds their complaint justified) can turn towards the Ombudsman on issues related to 'maladministration' by the EIB. Note that before going to the Ombudsman, an attempt must be made to resolve the case by contacting the EIB. In addition, the complaint must be made within two years of the date when the facts on which your complaint is based became known to you. You can write to the Ombudsman in any of the languages of the European Union.
