According to the EIB, the project consists of the construction of the 220kV high Voltage Line between Alumbrera and the new El Eje substation, new HV 132kV line between El Eje and Belén, expansion of Alumbrera and Belén substations.
The proposed operation consists of a sub-operation of the framework loan Argentina - Transmission Network Investments FL (2022-0186), and it will be co-financed by the Inter-American Development Bank (IDB) and the French Development Agency (AFD). The project will boost transmission capacity increasing the reliability of the network and the hosting capacity to expand renewable energy transmission in the region.
As stated on the company's website, TRANSNOA S.A. is the electrical energy transportation company through distribution lines of the northwest provinces of Argentina, namely, Jujuy, Salta, Tucumán, Santiago del Estero, Catamarca and La Rioja, where it carries out the operation and maintenance of transmission lines.
Within the framework of Law 24,065, TRANSNOA S.A. provides a regulated public service, as an agent of the Wholesale Electricity Market administered by CAMMESA, and is controlled by the National Electricity Regulatory Entity. The shareholding composition of TRANSNOA S.A. is entirely made up of Argentinian capital, with the following shareholding: ELECNORTE S.A. 57.76%, IATE S.A. 27.18%, Province of Catamarca 5.06% and Participated Property Program (PPP) 10%.
Servicios Integrales Mineros Catamarca SRL is the contractor in charge of the preparation of the project ESIA.

ACCOUNTABILITY MECHANISM OF EIB
The EIB Complaints Mechanism is designed to facilitate and handle complaints against the EIB by individuals, organizations or corporations affected by EIB activities. When exercising the right to lodge a complaint against the EIB, any member of the public has access to a two-tier procedure, one internal - the Complaints Mechanism Office - and one external - the European Ombudsman. When dissatisfied with a complaint to the EIB Complaints Mechanism, citizens can then turn towards the European Ombudsman. A memorandum of Understanding has been signed between the EIB and the European Ombudsman establishes that citizens (even outside of the EU if the Ombudsman finds their complaint justified) can turn towards the Ombudsman on issues related to 'maladministration' by the EIB. Note that before going to the Ombudsman, an attempt must be made to resolve the case by contacting the EIB. In addition, the complaint must be made within two years of the date when the facts on which your complaint is based became known to you. You can write to the Ombudsman in any of the languages of the European Union.
