As stated by the DFC, West Africa Blue aims to address the ecological and economic impacts of mangrove deforestation in Sierra Leone’s Sherbro River Estuary Region (SRE) by developing and implementing a community-focused conservation and income diversification project funded through the issuance of blue carbon credits. In exchange for protection and rehabilitation of the mangroves in the SRE, indigenous communities and local authorities of Sierra Leone will receive a share of the income from the sale of carbon credits through a carbon credit benefit sharing agreement.
The objective of the technical assistance is to provide pre-investment support to conduct a series of assessments that will more fully demonstrate the feasibility of the project and allow for consideration of Political Risk Insurance.

Unlike many other development finance institutions, DFC does not currently have an access to information policy.
Under the United States Freedom of Information Act (FOIA), DFC is obliged to respond to reasonably formulated requests for Agency records. However, DFC may apply exemptions from release to certain types of information and may charge fees in responding to requests.
