According to EIB website, this loan to the Regional Agency for Energy Saving Works (ARTÉÉ), created in April 2015 in the form of a Local Joint-Stock Company (SAEML) will boost the renovation market energy of dwellings on the territory of New Aquitaine. It will enable ARTÉÉ to help finance the renovation of 2,130 housing units in New Aquitaine by 2021. The energy renovation of housing is part of the regional policy for energy transition and energy efficiency, fight against climate change and contribute to the implementation of the next Regional Plan for Urban Development and Sustainable Development (SRADET). This is the third operation under the French EE Private Housing Program.
It aims to make private property owners aware of the need to renovate their homes, to have an energy audit and to assist them in the design and implementation of energy saving works with quality objectives. efficiency and energy optimization. It also aims to ensure a role of "trusted third party" both vis-à-vis the public and professionals from different sectors of activity that contribute to the completion of building renovation operations.

ACCOUNTABILITY MECHANISM OF EIB
The EIB Complaints Mechanism is designed to facilitate and handle complaints against the EIB by individuals, organizations or corporations affected by EIB activities. When dissatisfied with a complaint to the EIB Complaints Mechanism, citizens can then turn towards the European Ombudsman. A memorandum of Understanding has been signed between the EIB and the European Ombudsman establishes that citizens (even outside of the EU if the Ombudsman finds their complaint justified) can turn towards the Ombudsman on issues related to 'maladministration' by the EIB. Note that before going to the Ombudsman, an attempt must be made to resolve the case by contacting the EIB. In addition, the complaint must be made within two years of the date when the facts on which your complaint is based became known to you. You can write to the Ombudsman in any of the languages of the European Union.
