Project Description

According to the Bank’s website, the primary goal of the technical cooperation (TC) is to accelerate the capacity building of the Administration for Financing and Promoting Energy Efficiency (EEA), which is envisaged to implement most of the energy efficiency funding provided by the Government of Serbia and thus contribute to achieving targets set by Integral National Energy and Climate Plan.

The overall objective is to support energy efficiency and decarbonization of the Serbian economy through improved energy efficiency and promotion of the efficient use of energy.

The key objective of the project is building and strengthening capacities of the EEA to develop, implement and promote support mechanisms for energy efficiency investments at a higher scale, with a focus on building renovation. The assignment is overseen by the European Bank for Reconstruction and Development (EBRD) in the scope of EU-funded Action "Support for the operation of the administration for Financing and Promoting Energy Efficiency in Serbia".

ACCOUNTABILITY MECHANISM OF EBRD

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
