According to the IDB Invest, the primary objective of the project is the consolidation and development of Greenwood Energy's wind power portfolio in La Guajira, Colombia (municipalities of Uribia and Maicao), structured into two key stages. The immediate focus is on advancing the Aura Portfolio, a high-development phase consisting of the Aura I and Aura II wind farms (formerly Alpha and Beta) with a combined capacity of 504 MW. This phase spans 388 hectares and features 92 licensed wind turbines, associated infrastructure, and an 80.45 km, 500 kV transmission line; currently, Aura I has completed its detailed engineering, access road, electrical substation, and campsite earthworks, alongside a 41% intervention of its approved area. The second phase involves the planning and long-term development of the Aura III, Aura IV, and Aura V projects (formerly known as EKO), aiming to add an additional 900 MW of renewable energy capacity to the grid.

ACCOUNTABILITY MECHANISM OF IDB / IDB INVEST
The Independent Consultation and Investigation Mechanism (MICI) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an Inter-American Development Bank (IDB) or Inter-American Investment Corporation (IDB Invest)-funded project. If you submit a complaint to MICI, they may assist you in addressing the problems you raised through a dispute-resolution process with those implementing the project and/or through an investigation to assess whether the IDB or IDB Invest is following its own policies for preventing or mitigating harm to people or the environment. You can submit a complaint by sending an email to MICI@iadb.org. You can learn more about the MICI and how to file a complaint at http://www.iadb.org/en/mici/mici,1752.html (in English) or http://www.iadb.org/es/mici/mici,1752.html (Spanish).
