According to the bank website, the objective of the project is to support the deployment of innovative solutions that accelerate decarbonisation of cities, by supporting both innovators and municipalities in this effort. Through the EBRD Star Venture programme, the initiative seeks to reward and support start-ups that are building these solutions. Through EBRD Green Cities, the initiative seeks to incentivize cities in adopting such solutions and support their deployment.
Background on EBRD Green CitiesEBRD Green Cities seeks to support cities to identify benchmark and invest in measures to improve urban environmental performance. The programme links investments with a comprehensive approach to urban development, including in its methodology a support to policy dialogue, a gender and inclusion approach, digitalisation of municipal services and private sector development.

ACCOUNTABILITY MECHANISM OF EBRD
The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
