The Ruta PY10 Lot 2 Project involves the construction of a 67-km section of National Route PY10 in Paraguay, executed under a public works contract awarded by the Ministry of Public Works and Communications to Consorcio Avanza Ruta 10. The project represents an investment of approximately USD 80 million, with an estimated construction period of 24 months. The contractual structure is based on monthly work certifications paid by the Government of Paraguay, complemented by the issuance of U.S. dollar-indexed interest-bearing certificates upon completion of defined functional units. IDB Invest proposes to participate through a combination of a working capital facility during construction and a securities purchase facility linked to these certificates.

ACCOUNTABILITY MECHANISM OF IDB / IDB INVEST
The Independent Consultation and Investigation Mechanism (MICI) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an Inter-American Development Bank (IDB) or Inter-American Investment Corporation (IDB Invest)-funded project. If you submit a complaint to MICI, they may assist you in addressing the problems you raised through a dispute-resolution process with those implementing the project and/or through an investigation to assess whether the IDB or IDB Invest is following its own policies for preventing or mitigating harm to people or the environment.
