Project Description

According to the IDB Invest, the objective of the project is to increase water availability in the Antofagasta Region through the treatment and reuse of wastewater, supporting sustainable urban and industrial development and promoting more efficient, resilient, and circular water resource management.

The Environmental and Social Review Summary states that:

La Empresa Concesionaria de Servicios de Saneamiento (“ECCONSA”), a través de un proceso licitatorio público internacional, ha adjudicado a la firma SACYR Agua (el “Cliente”, la “Empresa” o “SACYR”) el desarrollo, la construcción y operación del proyecto “Nueva Planta de Tratamiento de Agua Servidas para Reúso de Antofagasta” (el “Proyecto”), que será ubicada en Antofagasta, Chile. Esta nueva facilidad prevé la reutilización de los efluentes de la nueva Planta de Tratamiento de Aguas Servidas (“PTAS”) a ser construida, para entregarlos como insumo a distintas industrias de la zona, principalmente del sector minero.

El Proyecto contempla la construcción de: i) un sistema de elevación de agua pretratada desde la ciudad de Antofagasta hasta la nueva PTAS, la cual estará ubicada en el sector del Salar del Carmen; y ii) dos sistemas de conducción de aguas servidas tratadas: (a) uno soterrado hacia el sector de La Negra, con una longitud de 26.788 m, utilizando para el efecto servidumbres y la faja fiscal de las rutas viales, y (b) otro hacia el sector de Mantos Blancos, con una longitud de 26.605 m, que también utilizará la faja fiscal de las rutas viales o áreas intervenidas con caminos secundarios. Por sus características de reutilización de aguas servidas, el Proyecto no prevé evacuación de efluente tratado a ningún cuerpo receptor.

El sistema de tratamiento de las aguas previsto para el Proyecto utilizará la tecnología de lodos activados para el tratamiento de las aguas pretratadas. La PTAS tendrá una capacidad de 900 l/s y
diseños preparados para una futura expansión para poder manejar 1200 l/s. Luego de pasar por cuatro plantas elevadoras1 (“PE”) para vencer la diferencia de nivel entre el punto de pretratamiento en la ciudad de Antofagasta y la futura PTAS, las aguas tratadas serán conducidas y almacenadas en un estanque de 2.000 m3 de capacidad que estará ubicado en la misma PTAS. Desde allí serán distribuidas hacia los sectores de La Negra y de Mantos Blancos para su consumo final.

La conducción e impulsión hacia el sector La Negra será mediante única planta elevadora ubicada a un costado del estanque de 2.000 m3 de agua tratada, la que contará con bombas tipo booster con una capacidad total de 300 l/s, en la modalidad de operación 3+1, es decir tres bombas de capacidad 150 l/s cada una y una en modo espera (stand by). La conducción será mediante tuberías soterradas de polietileno de alta densidad (“HDPE”) y 710 mm de diámetro.
