Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

According to bank provided information, this summary covers an application for a MIGA guarantee to protect the buyers of sovereign emission reduction credits against the risk of breach of contract by the host government. In particular, the MIGA guarantee would apply to the host government’s legally binding commitments with buyers, including corresponding adjustments under Article 6 of the Paris Agreement. Coverage is sought for up to USD 386 million for a guarantee period of up to 3 years.

The project consists of supporting the commercialization and monetization to private buyers of measured, reported and verified emissions reductions generated in 2022-2023 by the jurisdictional Oromia Forestry Landscape Program (OFLP).

The OFLP has been implemented by the Government of Ethiopia with the support of the World Bank’s BioCarbon Fund Initiative for Sustainable Forest Landscapes (ISFL) and various other programs since 2017. It entails integrated land-use practices and sustainable forestry management aimed at reducing forest loss and greenhouse gas emissions including from the livestock sector in Oromia Regional State.

The OFLP has generated 12.4 million tons of emission reductions for the period 2022-2023, which will be available to international buyers. The emission reductions are measured, reported and verified in accordance with the ISFL’s GHG accounting requirements.
