This early disclosure covers an application made by Empresa de los Ferrocarriles del Estado (EFE) related to proposed non-shareholder loans to be provided by lenders yet to be identified. MIGA is considering issuing guarantees covering non-shareholder loans of up to US$1,000 million. MIGA’s guarantees would be for up to an estimated US$1,520 million for a period of up to 15 years against the risk of Non-Honoring of Sovereign Financial Obligations by a State-Owned Enterprise (NHFO-SOE).
By supporting the expansion and strengthening of EFE’s railway network as part of Chile’s integrated public transport system, the Project is expected to improve the quality of transport services in the Santiago Metropolitan Region (SMR) by increasing reliability and providing significant travel time savings, reduce GHG emissions in SMR by shifting part of the means of transport from carbon-intensive travel options to a low-carbon option, provide a positive signal to the global financial markets and possibly ESG investors about the viability of investment in environmentally friendly transportation projects in Chile, and provide demonstration effects on the importance of supporting inclusive investment projects.

ACCOUNTABILITY MECHANISM OF IFC/MIGA
The Compliance Advisor Ombudsman (CAO) is the independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an IFC or MIGA- financed project. If you submit a complaint to the CAO, they may assist you in resolving a dispute with the company and/or investigate to assess whether the IFC is following its own policies and procedures for preventing harm to people or the environment. If you want to submit a complaint electronically, you can email the CAO at CAO@worldbankgroup.org. You can learn more about the CAO and how to file a complaint at http://www.cao-ombudsman.org
