Project Description

According to the Bank’s website, the EBRD is seeking to support the State Agency for Restoration and Development of Infrastructure of Ukraine (the Agency) with the rapid provision of technical capacity for the identification and development of road projects to be financed and implemented over the next 2-3 years. This TC Project will prioritize the practical and rapid identification of viable road sector projects within defined timescales, focusing on short-term mobilization of IFI and donor funding.

Ukraine's transport sector has suffered severe damages from the Russian invasion, with estimated recovery needs of USD 92 billion -USD 48 billion for the road sector alone - as of early 2024. The Agency, formerly Ukravtodor, is responsible for the repair, rehabilitation, and development of the national road sector, which has been hindered by the invasion's effects on its workforce, budget, and project management capabilities.

This TC Project will engage consultants with expertise in road transport project development and implementation to assist the Agency with the following tasks:

  • Collection, review, and consolidation of relevant information on the condition and status of the road network across Ukraine, engaging with stakeholders to acquire information.
  • Project generation based on the information collected, focusing on key corridors with high economic and strategic significance. 
  • Initial assessment and prioritization of potential projects, based on metrics such as feasibility, risk, and readiness for short-term delivery.
  • Consultation and finalization of project shortlist, including development of detailed project fiches for shortlisted projects, including high-level considerations on project economics, financing, environmental, social, and implementation parameters – among other key aspects.
  • Preparation of high-level business cases for each prioritized project, in view of its potential development by the Agency and potential project partners.

The expected outcome of this TC Project is to equip the Agency with a robust pipeline of priority road projects at the pre-feasibility stage, ready for financing and development with potential domestic and/or international partners. The project also aims to build the Agency's long-term capacity for project identification and appraisal, contributing to a resilient and efficient reconstruction process in Ukraine.

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project.
