Project Description

Gas Natural de Lima y Callao, S.A. (“Cálidda” or “The Company”) is the sole concessionaire for the pipeline distribution of natural gas in the Department of Lima and the Constitutional Province of Callao. Its main shareholder is Grupo de Energía de Bogotá (“GEB”), a business leader in the energy sector with operations in Colombia, Brazil, Peru, and Guatemala. The operation consists of an unsecured corporate loan for up to US$100 million (one hundred million United States dollars) with an 8-year repayment period. The funds will finance the expansion of the Natural Gas Distribution System (“NGDS”) in 2020–2021 (the “Project”) in order to reach more users, mainly households and small and medium-sized enterprises (SMEs).

Esta operacion ha sido calificada preliminarmente en la Categoria B, de conformidad con la Politica de Sostenibilidad Ambiental y Social de BID Invest debido a que sus impactos y riesgos ambientales y sociales sean, en general, reversibles y mitigables con medidas disponibles con las tecnologias actuales.

Para la ejecucion del Proyecto, la Empresa ha elaborado los instrumentos de gestion ambiental exigidos por la legislacion ambiental sectorial (Decreto Supremo No. 039-2014-EM) y ha cumplido con los requerimientos de la autoridad sectorial competente, la Direccion Regional de Energia y Minas del Gobierno Regional de Lima y la Direccion de Asuntos Ambientales de Hidrocarburos del Ministerio de Energia y Minas ("MEM"), tanto para la construccion de la ampliacion de la red, como para su operacion y mantenimiento ("O&M") posterior.

Durante el proceso de Debida Diligencia Ambiental y Social ("DDAS"), BID Invest revisara los informes del desempeno ambiental y social, y de seguridad y salud en el trabajo ("SST") de la Empresa a traves del tiempo, la realizacion de reuniones virtuales con sus representantes y el analisis de documentos asociados a manuales, procedimientos, licencias y permisos ambientales y sociales ("A&S") y de SST del Proyecto, e informes de operacion del SDGN. Se requerira que la Empresa asegure que el Proyecto cumpla con los requisitos de la Politica de Sostenibilidad de BID Invest y que cierre cualquier brecha identificada, a traves de un Plan de Accion Ambiental y Social ("PAAS").

Sobre la base de la informacion recibida y revisada a la fecha, las Normas de Desempeno (ND) que el Proyecto estaria activando son: ND1: Evaluacion y gestion de los riesgos e impactos ambientales y sociales; ND2: Trabajo y condiciones laborales; ND3: Eficiencia del uso de los recursos y prevencion de la contaminacion; ND4: Salud y seguridad de la comunidad; y ND8: Patrimonio cultural. La determinacion final de las ND que el Proyecto activaria sera efectuada al termino del proceso de DDAS.

Una vez concluido el proceso de DDAS, un Resumen de la Revision Ambiental y Social ("RRAS" o "ESRS", por sus siglas en ingles) sera preparado y publicado en este sitio web.
