Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

As stated by the AIIB, the overarching objective of the Ameriabank facility, comprising P001134 and P001239, is to strengthen Armenia's economic resilience by: (i) supporting business continuity during a period of heightened regional uncertainty; and (ii) financing investments that improve energy security and mitigate greenhouse gas emissions.

  • P001239 is expected to provide liquidity to eligible private sub-borrowers whose business continuity has been affected by regional trade and supply-chain disruptions.
  • P001134 complements this objective by financing renewable energy and energy-efficiency investments that strengthen the country's energy security and contribute to climate change mitigation.

The proposed financing is a USD100 million senior unsecured loan to Ameriabank CJSC, a leading Armenian bank whose significant experience in SME, corporate and sustainable finance makes it well-positioned to channel funding to eligible sub-projects.

The loan consists of:

(i) up to USD50 million to provide liquidity support to eligible private sub-borrowers whose business continuity has been adversely affected by ongoing regional turbulence; and
(ii) up to USD50 million to finance eligible renewable energy and energy-efficiency sub-projects. It is expected to be denominated in USD and have a maturity of up to five years.

Early Warning System Project Analysis
For a project with severe or irreversible impacts to local community and natural resources, the Early Warning System Team may conduct a thorough analysis regarding its potential impacts to human and environmental rights.

The AIIB categorized the project E&S risk as 'FI'.

ACCOUNTABILITY MECHANISM OF AIIB

The AIIB has established the Accountability Mechanism for Project-Affected People (PPM). The PPM provides Òan opportunity for an independent and impartial review of submissions from Project-affected people who believe they have been or are likely to be adversely affected by AIIBÕs failure to implement the ESP in situations when their concerns cannot be addressed satisfactorily through Project level GRMs or AIIB Management processes.Ó Two or more project-affected people can file a complaint. Under the current AIIB policy, when the bank co-finances a project with another development bank, it may apply the other bank's standards.
