Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

According to the AIIB, the objective of the project is to enhance access to quality medical care infrastructure and services in Kokshetau, Kazakhstan.

The proposed Public-Private Partnership hospital project will design, build, finance, and maintain a 630-bed multi-specialty hospital in Kokshetau, Kazakhstan. The Republic of Kazakhstan, represented by the Ministry of Healthcare (of Kazakhstan), shall act as the administrator for the Project. The total Project agreement period will span over seven years, encompassing a two-year construction phase followed by a five-year operational phase.

The Kokshetau hospital project is located in the Saryarka microdistrict of the city of Kokshetau, Akmola region, Kazakhstan, with an area of 17 hectares and 630 bed capacity. The area under development includes with shopping mall and residential area. Project construction will generate dust, noise, wastewater, and construction waste and will have impact for neighboring community, those impact will be mitigated through implementation of ESAP.

Early Warning System Project Analysis
For a project with severe or irreversible impacts to local community and natural resources, the Early Warning System Team may conduct a thorough analysis regarding its potential impacts to human and environmental rights.

As stated by the AIIB, EBRD has categorized ES risks of the project as Category B (which is equivalent to Category B if AIIB's ESP were applicable) since the E&S risks and impacts are limited, reversible, localized, will mainly occur during the construction phase and are successfully managed by good practices.

As stated by the EBRD, Renell Kokshetau LLP is a special purpose company incorporated in Kazakhstan and wholly owned by Ronesans Saglik Yatirim A.S. (the Sponsor) the healthcare division of Ronesans Holding A.S. The Sponsor is a market leader in PPP healthcare projects. It has successfully developed six hospitals with a total of 9.000 bed capacity in Turkiye (Yozgat, Adana, Elazig, Bursa, Istanbul and Gaziantep).

ACCOUNTABILITY MECHANISM OF AIIB

The AIIB has established the Accountability Mechanism for Project-Affected People (PPM). The PPM provides Òan opportunity for an independent and impartial review of submissions from Project-affected people who believe they have been or are likely to be adversely affected by AIIBÕs failure to implement the ESP in situations when their concerns cannot be addressed satisfactorily through Project level GRMs or AIIB Management processes.Ó Two or more project-affected people can file a complaint.
